Why can only PV be selected as the sales document type when creating an item proposal, and not other sales document types like OR or QT?

SAP S/4HANA Cloud Public Edition

1. Open the "Manage Sales Item Proposals" app.
2. Click the "Create" button.
3. It is evident that "Sales Document Type" can only be selected as "PV (Item Proposal)".

Sales document type PV is a specific sales document type designed for item proposals, and there is only this one type for item proposals. It's unnecessary to create multiple sales document types for item proposals, because an item proposal (document type PV) can be applied to various document types.
