3748361 - Tenant Copy Fails When Source System and Target Systems Belong to Different Entitlement Sets

Symptom

During tenant copy or system creation (e.g., Create New System or System Copy from Existing Tenant), the process fails with an error.

Customers may observe issues such as:

  • System copy cannot be completed
  • Operation not permitted for selected source system
  • Tenant copy failed due to system configuration

Cause

  • Tenant copy is not supported between systems that belong to different entitlement sets.
  • Each tenant is provisioned under a specific entitlement boundary, and system copy operations are restricted within the same entitlement set only.
  • If the source and target tenants belong to different entitlement sets, the copy request will fail.

Resolution

Tenant copy across different entitlement sets is not supported. To proceed, ensure either Source and target tenants belong to the same entitlement set or use standard provisioning by requesting a new tenant with Initial System Setup (Solution Profile Copy) via the Service Control Center

Note: There is no backend workaround to enable cross-entitlement tenant copy. SAP will not perform partial or cross-entitlement system copies. This is a system and contractual limitation.
