3748412 - ATC: Only one approver displayed when creating exemptions in Remote Check scenario

Symptom

When creating an exemption in ATC using a remote check scenario, the approver selection dropdown only displays one entry from table SATC_CI_APPROVER instead of the full list of configured approvers. 

Searching with the wildcard * in the approver input field returns all expected entries.
