3748460 - Error: "HTTP response '403: Forbidden'" for ConfirmationRequest or InvoiceDetailRequest in Managed Gateway for Spend&Network

Symptom

When using Managed Gateway for Spend&Network, I notice that ConfirmationRequest (Order Confirmation) and InvoiceDetailRequest transactions are failing in the Transaction Tracker with the following error:

org.apache.cxf.transport.http.HTTPException: HTTP response '403: Forbidden. ' when communicating with https://ADDRESS_IS_SET_VIA.HEADER

Other document types, such as StatusUpdateRequest, continue to complete successfully on the same destination.
