3748487 - IBP: Error: "User " " is not authorized to read the job details" in external job scheduling scenario

When using external job scheduler to call BC_EXT_APPJOB_MANAGEMENT OData entity, job scheduling works find, but when calling method like JobParamValuesStructGet, an error occurs with HTTP error code APJ_RT/028 and message: "User '' is not authorized to read the job details".
