3748667 - I see a blank screen when accessing Managed Gateway for Spend&Network portal after BTP NEO to Cloud Foundry migration

Symptom

After the SAP BTP NEO to Cloud Foundry (CF) migration of my Managed Gateway for Spend&Network tenant, I can no longer access the Managed Gateway for Spend&Network portal. When I open the portal URL, I see a blank screen. The affected users have the ManagedGatewayAdministrator or ManagedGatewayViewer roles assigned. Clearing the browser cache and using private browsing mode do not resolve the issue.
