3748686 - Error "Start tag expected, '<' not found" when I open the payload downloaded from Transaction Tracker

Symptom

I downloaded a payload from the Transaction Tracker in Managed Gateway for Spend&Network. The file has a .xml extension. When I try to open it, I receive the following error: Start tag expected, '<' not found
