3748790 - Team Access control on Supplier Management projects does not restrict visibility/editing for other users

1. Team Access Control applied to a section in the supplier internal questionnaire does not work as expected.
2. The section should not be visible or editable to users not assigned to the specified group, but it is.
3. A user not in the configured group can still see and edit the section.
4. The same behavior occurs in a test environment.
