3749118 - How to add a supplier contact which is already deactivated in Sourcing side

You would like to add a supplier contact which is already deactivated in Manage --> Administration-->Supplier and Customer Manager--> Users 

Attempting to add a supplier contact with the user's email returns the error: This supplier already has a contact with the email address you entered
