3749166 - All reports stuck in pending state (samples and with run now)

• Reports remain in Pending state in the Central Management Console;
• Multiple report instances are stuck in Instance Manager;
• "Run now" also gets stuck on pending, the same happens for sample reports;
• No errors are seen on AJS logs.
• On CMS logs, the server keeps running the same query all the time:
