1. Confusion about how below sources will impact the growth portfolio Ratings precedence:

- Import File
2. Why Certificates - Growth portfolio "Rating lowering" is set as "No" by default which cannot be edited.
Environment

Reproducing the Issue
- Go to Manage Talent Intelligence Hub.
- Navigate to Settings -> Manage Growth Portfolio Ratings.
Resolution
You can now set which internal and external sources are allowed to change or lower proficiency levels for attributes in the Growth Portfolio.
1. "Talent Intelligence Hub" is nothing but "WSM" previously. This is when a user updates the rating from UI, then source will be "Talent Intelligence Hub". If workflow gets enabled, it will be approved by Manager. Even, Manager can overwrite and lower the rating on proficiency. So, this will behave like same precedence as Import.
2. Import rating can be overwritten and rating lowering are allowed.
3. Certificate cannot lower the rating which is the reason it is set as "No" by default for "Rating lowering".
Let us say the current rating is from performance management. This means rated by manager. Now, new rating arrives from "Certificate". If it is > existing rating, then it should be allowed. But if it is less the current rating, it should not be allowed.
