Symptom

When calling the DevPortal Management API (e.g., GET /api/1.0/registrations?type=registered) using OAuth2 client credentials, the request consistently fails with an HTTP 500 Internal Server Error. The response includes the error code READ_EXISTING_APPLICATION_DEVELOPERS_FAILED and indicates that registered application developers cannot be loaded, preventing retrieval of registration data via the API.
