3749481 - FKKBIX: Upload error 'UNIT ST not created in language EN'

Symptom

- An error occurs when trying to upload CITs (Consumption Items) or BITs (Billable Items) in Convergent Invoicing due to quantity unit.
- The app F4664 (BIT upload) or F5081 (Upload CITs) are used.
- Using quantity unit 'ST' in Fiori upload app results in the error: "UNIT ST not created in language EN" (Message no. /IWBEP/CM_MGW_RT022).
