3749661 - Cannot personalize home page when proxying as another user

When accessing the instance with the Latest Home Experience enabled and the “Allow users to personalize their home page” feature enabled under Company System and Logo Settings, a “Personalize your home page experience?” option appears at the bottom of the screen, allowing users to personalize their home page.

However, when proxying as another user, the “Personalize your home page experience” option and the personalization options are not visible, preventing the home page from being personalized.
