3750105 - SWPM - TCP Provider: No connection could be made because the target machine actively refused it. Dispatcher not starting.

Symptom

You performed a SAP NW (SAP ERP) System Copy through database dependent method 'backup/restore'. The SAP system configuration goal is 'distributed' environment.

Once restore completed, SWPM system copy process run failed at 75% with system dispatcher process unable to come up:

SWPM times out while connecting to database instance db. The error details are:

R3trans process test show the TCP connection from the SWPM process to the SQL Server database instance is fine, no connection error is returned:

R3trans -x and R3trands -d return with 00000

however, SWPM system copy process run stop at 75%.
