3750334 - latest form experience: performance form submission keeps loading when legal scan tab opens (1h 2026)

• When the user selects Submit on a Performance form, a new browser tab titled "Legal Scan" opens automatically.
• The original form page shows continuous loading and does not proceed to the next step.
• Closing the "Legal Scan" tab allows the form to proceed and the next-step dialog to appear.
• A message "Legal scan finished" may appear in the new tab.
• Observed in multiple browsers (for example, Chrome and Edge).
• No error codes are displayed.

1. Open a Performance Management form that is ready to be submitted to the next step (for example, manager evaluation step) in the latest form experience.
2. Ensure the form template has Legal Scan enabled and Legal Scan on Route enabled.
3. Complete all required fields and select Submit.
4. Observe that a new browser tab titled "Legal Scan" opens.
5. Return to the form tab and observe continuous loading; the next-step dialog does not display until the "Legal Scan" tab is closed.

1. The solution of this issue is currently under investigation. Please follow this KBA for updates.
2. Temporary workaround: after selecting Submit, manually close the "Legal Scan" browser tab to allow the form to proceed to the next step.
3. Alternative configuration workaround: open Admin Center > Form Template Settings for the affected template, uncheck or disable “Legal Scan on Route,” save the template, and test with a newly launched form.
4. Optional: if latency persists, clear the browser cache and cookies and test again.

The fix for this issue is planned to be deployed on 2H 2026 release.
