3750407 - Why can't I choose Supervisor of From User as a watcher in Self-Service Transfer of Ownership (TOO)?

Symptom

I want to add Supervisor of From User as a watcher when I configure the workflow for Self-Service Transfer of Ownership (TOO) form, but I can not find this option in the dropdown list.
