3750510 - CH PASSAR export cancellation reason pop-up missing

• Implemented SAP Note 3713535 to block cancellation of released export declarations without a reason.
• Clicking "Request cancellation" should display a pop-up with a dropdown of cancellation reasons, but no pop-up appears and no field is available.
• Incompletion check leads to the message: "La zone a été masquée par le pilotage d'interface" ("The field has been hidden by the interface control").
• Message M2265 cannot be sent when no cancellation reason is provided.
