Symptom
Warning message FCO_AVC_PS220: Account &1 isn't assigned to semantic tag PSQBUDGET raised when uploading budget, even if the semantic tag is already assigned correctly.

SAP S/4HANA Cloud Public Edition
Reproducing the Issue
- Open the app Import Financial Plan Data.
- Upload budget import file with entries posted to GL account assigned to semantic tag PSQBUDGET.
- Observe the error: "Account &1 isn't assigned to semantic tag PSQBUDGET."
Cause
PSQBUDGET is a special parent semantic tag and is not intended to be assigned directly to G/L accounts. PSQBUDGET serves as the parent semantic tag for ACT_COST and PRSLS_STCK. The budget control-related accounts are not those directly assigned to PSQBUDGET, but rather the accounts assigned to its child semantic tags, such as ACT_COST and PRSLS_STCK.
Resolution
If the budget control profile used by the project is using tag PSQBUDGET, do not assign PSQBUDGET directly to G/L accounts:
- Assign P-accounts (primary cost/revenue) to ACT_COST.
- Assign X-accounts (balance sheet) to PRSLS_STCK.
- If neither applies, create a suitable semantic tag and set PSQBUDGET as its parent, then assign the account to that tag.
Then, replicate changes so they take effect: Use the app Replicate Runtime Hierarchy after saving the FSV and semantic tag assignments and replicate the FSV YPS2.
