3751074 - Admin Portal login via username and password fails when OIDC is enabled

Symptom

After enabling OpenID Connect (OIDC) single sign-on, password-based authentication to the FSM Admin portal fails with error message "Sorry, we were not able to find an account or a user with those credentials.", despite the user existing with superuser role. OIDC authentication functions correctly; direct Admin portal login via credentials is blocked when OIDC is active.
