3751138 - create database fails with error 1813 - SAP ASE

Symptom

  • Error: "Msg 1813, Level 16, State 5: Cannot open new database ''. CREATE DATABASE is aborted."
  • The ASE error log contains no corresponding error for the CREATE DATABASE failure.
  • dbcc checktable, dbcc tablealloc, and sysdevices queries show no obvious problem.
  • Multiple device create/drop was ran previously.
