3751485 - Cannot create 'Development' package - only 'Structured' package type available when creating new package

Symptom

When creating a new top-level package (i.e. a package without super package) via ADT/SE21/SE80, only the "Structured" package type is offered.
The 'Development' package type cannot be selected, and there is no error message is displayed.
