3751578 - Can an API Filter Whether a User Has a Specific Permission?

Want to filter out a group of users with a specific permission via API.

For example: filter out users with the "User Login" permission, while users without the "User Login" permission are not picked.

It cannot be achieved and it is the expected behaviour.

There is no parameter in the API that represents the presence or absence of a specific permission, so filters related to permissions cannot be implemented.
