Symptom

When trying to access CMC and BILP, 

  • Could not reach CMS 'hostname:6400'. Specify the correct host and port and check for network issues. (FWM 20030)

Event Viewer logs:  The description for Event ID <ID_NUMBER> from source BusinessObjects_cms cannot be found. Either the component that raises this event is not installed on your local computer or the installation is corrupted. You can install or repair the component on the local computer."

CMS logs:  |assert failure: (tokencleanup.cpp:328). (err.m_IDSError == IDS_ERR_CMSSYSTEMDB_NODATABASECONNECTIONSAVAILABLE : Error cleaning up tokens: Cannot delete object(s) modified between query and commit. When deleting object "System Account" (ID: 137884762) with version 2, a conflict occurs with current version 6. Cannot delete object(s).  Object has been modified between query and commit.  Deleting object "System Account" (Id - 137884762) with version 2 conflicts with current version 6.

|assert failure: (siservice.cpp:838). (false : StartServiceCtrlDispatcher: The operation completed successfully.
