3752047 - Routine 002 assigned to Tax condition without setting it on t-code V/08

Symptom

Routine 002 is assigned to a Tax Condition(Condition class = D - Taxes) even though on transaction V/08, column "Alternative Condition basis value" is empty. If a routine is displayed in a Condition, it should be set in this option.
