3752107 - API_FUNCTIONALLOCATION does not support providing Superior Functional Location

When EML is used to CREATE multiple R_FunctionalLocationTP instances in one interaction and SuperiorFunctionalLocation is set to build a hierarchy in the same LUW:

• MODIFY ENTITIES may place all instances in MAPPED as if the operation succeeded.
• COMMIT ENTITIES may still fail for some instances.
• FAILED / REPORTED may not contain complete keys (e.g. FunctionLocation, %pky, %tky, %cid), so the failing row cannot be identified from the response alone.
• Child instances may receive errors such as superior does not exist, even though the parent appeared successful in MAPPED.
