3752390 - Configure TLS 1.3 in REST Adapter using SUN cryptography to avoid Handshake failure

- An error occurs when using the PO communication channel with the REST adapter and the IAIK cryptographic library after the endpoint changed its security level to TLS 1.3 only. 
- Error message: "iaik.security.ssl.SSLException: Peer sent alert: Alert Fatal: handshake failure."
- Message transmission using connection http://sap.com/xi/XI/System fails due to: com.sap.engine.interfaces.messaging.api.exception.MessagingException: java.io.IOException: iaik.security.ssl.SSLException: Peer sent alert: Alert Fatal: handshake failure. - Application logs indicate the exception caught by the adapter framework: iaik.security.ssl.SSLException: Peer sent alert: Alert Fatal: handshake failure.
