3752641 - Service Binding fails with 'this certificate is being used in another service binding' when reusing the same certificate across systems

• Creating a second service binding in the same subaccount to connect another system fails when attempting to reuse the same SSL client certificate already used by an existing binding.
• The same behavior occurs across different subaccounts when the same certificate is reused.
• Error message: "Couldn't create an instance of service '' with plan ''. Failed polling operation for binding ... due to polling last operation error: This certificate is being used in another service binding. Delete the other service binding that uses the same certificate before using it again or enter a new certificate for this service binding."
