3752903 - rspm housekeeping step hangs when run from epm; background jobs not created for chain steps

• A process chain step of type RSPM_HK finishes (green) but the corresponding step in the meta chain remains yellow (hangs).
• When the chain is started from BW (RSPC1) with Schedule (background), each step gets a background job and the chain completes.
• When the chain is started from an EPM package, only the EPM job is created; no background jobs are created for the chain steps.
• Running program UJD_TEST_PACKAGE in dialog mode reproduces the issue: no background jobs for the chain steps.
• No EVENT_END and EVENTP_END are logged for the successful RSPM_HK step.
• RSPCTRACE shows:
• TRACE_POSITION: SECOND_CALLBACK_NO_RESTART_120
• MESSAGE: “Status G has already been reported to instance … variant …”
