3753245 - Registration from programs ignores unmet prerequisites

Symptom

Users can register for classes from within a program (for example, via the available classes/activities path) even when item prerequisites are unmet. Although when accessing the same item from the library outside of the program, the register button is disabled as expected (prerequisites enforced).

Reproducing the Issue

Create an item and schedule a class for it, and to the item add at least one prerequisite >
Add the item to a program >
Assign the program to a user >
As the user, open the program, go to the Activities (or available classes) tab, open the main item, select the upcoming class, and register. Registration succeeds even though prerequisites are unmet >
For comparison, search the same item in the library (outside of the program): the register button is disabled due to unmet prerequisites >
The above happens in a scenario where the settings honorPrerequisitesForPrograms and honorApprovalsForPrograms are set to true.

Resolution
