Symptom
The scoping element is not visible despite activating Country-Specific Localization and maintaining required BAC (Business Adaptation Catalog) elements.

Reproducing the Issue
- Go to Business Configuration Work Center
- Go to Implementation Projects view.
- Select the appropriate project and select View Active Scope.
- Go to Adjust Scoping
- Observe that the scoping question has not been selected
Cause
The scoping element is maintained as included in scope, but the change project containing the scoping element is not merged into the active solution. As a result, the scoping element does not appear in the active scope.
Resolution
- Go to Business Configuration work center.
- Go to Implementation Projects view.
- Identify the change project that contains the scoping element.
- Merge the change project into the active solution so that the scoping changes take effect in the active scope.
- After the merge, open View Active Scope for the active solution profile and navigate to Adjust Scoping.
- Ensure that scoping element is selected in scope.
