Symptom

Application toolbar icons are not loaded in FLP / WebGUI 

Browser network trace shows a 403 Forbidden for (Microsoft-Azure-Application-Gateway/v2) when requesting "SAPGUI-icons.svg" 

From the path: http://HOSTNAME/sap/public/icmandir/its/ls/theming/UR/c2/sap_horizon/svg/libs/SAPGUI-icons.svg
