3754271 - ICM becomes unresponsive when HTTP/2 is enabled

Symptom

The ICM becomes unresponsive. HTTP communication to the system becomes extremely slow.

At the transaction SMICM, the ICM status might show as "Emergency mode".

It is also possible that the ICM crashes after staying in this situation for some time.

The ICM trace file suggests that the ICM could be stuck in an endless loop, outputting the same entries repeatedly. Such entries are similar to the ones below:
