3754276 - Error: "Could not receive Message., cause: java.net.SocketTimeoutException: Read timed out" for Purchase Requisitions

Symptom

When I send a Purchase Requisition (PR) from SAP Ariba Buying and Invoicing, it gets stuck in an "Approved" status. In the Managed Gateway for Spend&Network, the transaction for the RequisitionRealTimeBudgetExportRequest document fails with the following error:

org.apache.cxf.interceptor.Fault: Could not receive Message., cause: java.net.SocketTimeoutException: Read timed out.
