3754279 - F2918 Manage Global Hierarchies: transport requests not listed for assignment

Symptom

When attempting to capture changes into a transport request via the Manage Global Hierarchies App, open and unreleased transport requests do not appear in the transport selection value help during assignment. However the transport requests are visible in the backend system.
