3754368 - Employees are able to add proposals with "New" Tax Regime - 1H2026

Employees who have not yet declared any regime and those with the new regime are able to add proposal and actuals for investments.

SAP SuccessFactors Employee Central 1H 2026

1. Go to the income tax declaration card;
2. See that the employee has not yet declared the Tax Regime or has declared "New";
3. See that Add proposals button is available and the employee can add it. 

From 1H2026 onwards, the employees can add proposals and actuals for allowed Declaration and Investment Types for the New Tax Regime (or if no regime was selected yet), provided the necessary permissions are granted for submissions. The behaviour was introduced to keep the functionality consistent with the Legacy People profile.

The current behavior for Income Tax Declaration is:

• When no Tax Regime is submitted by the employees for a fiscal year, the system considers it as "New Tax Regime" by default until any selection is made.
• The visibility of "Add Proposal" and "Add Actual" buttons for employees is controlled by the Proposal and Actual Submission windows.
• The Declaration and Investment types available to be submited are purely based on the "Applicable to Tax Regime" configuration maintained as part of the "Declaration Types" and "Investment Types" in Manage Data.

• The corresponding values for the field "Applicable to Tax Regime" have been updated in the pre-delivered Declaration and Investment Types content for Income Tax Declaration in the Software Download Center of SAP Help Portal.

In case the requirement is to prevent the employees with "New Tax Regime" from submitting any proposals or actuals, the relevant Declaration and Investment Types records need to be reviewed and adjusted in the field "Applicable to Tax Regime" to the appropriate values "All, New, Old or None". 

By doing so, even if the Add Proposal and Add Actual buttons are visible for the employees, the list of Declaration and Investment Types will be restricted based on the configurations.
