Symptom
Post 1H2026 release, all admins can see the status toggle on user records as editable, regardless of whether their role includes the 'Edit User' permission. When updating the user status to active or inactive and saving changes, if the role does not include the 'Edit User' permission, the system displays a 'Changes Saved' message; however, the changes are not actually saved.

Reproducing the Issue
- In Learning Administration, ensure the admin role includes the 'Edit User' permission >
- Open any user record under People > Users and observe the Active/Inactive status toggle and other standard fields are editable >
- Remove the 'Edit User' permission from the admin role >
- Reopen the user record >
- Observe that standard fields are now read-only, but the status toggle is still displayed as editable >
- Change the toggle state and save; a "Changes Saved" message appears, but the status does not actually change and reverts to the previous value.
Resolution
Our Learning Engineering team has finalized their work on the situation, and the fix is currently scheduled to be delivered with the 2611 Learning system version. We are currently checking the possibility of having the fix included via patch within the 1H2026 release.
