3755383 - Error "This application is currently unavailable" in Developer Hub

Symptom

When an application developer attempts to subscribe to a product in SAP Developer Hub, the subscription process starts and the product is visible and selectable. However, before the subscription completes, the following error is displayed: "This application is currently unavailable."

The user is correctly registered in the BTP subaccount and the role collection AuthGroup.API.ApplicationDeveloper is properly assigned. The issue persists despite the correct developer role being in place.
