3755419 - ResponseCache policy not working in SAP API Management

The ResponseCache policy is configured in the API proxy but responses are not being cached. Despite multiple configuration attempts, the backend responses are not stored in the cache and every request reaches the backend.

The backend response also includes the HTTP header "Cache-Control: no-store, no-cache". An additional policy was added to the ProxyEndpoint to remove these cache control headers before the ResponseCache policy executes, however this did not resolve the issue either.
