3755546 - CJ20N: lean service component is not active

Symptom

CJ20N: planning a service component in an activity type is not permitted since the “Service” component option is not available for selection. If the user attempts to manually drag&drop the template for 'Service' then the system will issue error "Lean Service is not supported in compatibility procurement mode Message No. PS_SERVPROC012".
