Symptom
When changing the manager of an employee using the “Manager Change” event reason, email notifications are sent to both the old and the new manager.

Reproducing the Issue
- Change the manager of an employee using the “Manager Change” event reason.
- Observe that email notifications are sent to both the old and the new manager, although the flow is configured to notify only the new manager.
Cause
- The manager-change event was processed before HRIS synchronization completed.
- Manager data was retrieved via the User API during this window, which returned the previous manager instead of the updated manager.
Resolution
- Engineering has implemented a change to retrieve the manager ID from the Employee Central (EC) API (Job Information) instead of the User API to ensure the latest data is used.
- The fix is planned for the 1H 2026 release.
