3756151 - Balance Overview - Manager Access via People Profile - Time off

When a manager accesses a direct report's People Profile and navigates to the Time Off section, the Balance Overview with the Time Type View and Account View tabs is not available. Instead, one of the following behaviors is observed:

• If the manager has the Access Workbench permission: the "Go to Administer Time" link appears in the Time Off cards, redirecting to the Time Admin Workbench.
• If the manager does not have the Access Workbench permission: no link appears in the Time Off cards at all.

The Balance Overview with Time Type View and Account View tabs is only visible when the employee accesses their own profile (ESS scenario).
