3756203 - missing download_notes_archives.xml during swpm install using stack.xml

Symptom

  • An error occurs during an up-to-date installation(UDI) when running SWPM with a stack.xml.
  • Error message: "The file <media directory>/download_notes_archives.xml does not exist or is not accessible in the download basket."
  • The download_notes_archives.xml file is not generated or available for download in the maintenance planner.
