• EarlyWatch Alert (EWA) report shows alert: "Alerts in the Statisticsserver are not scheduled in the expected timeframe."
• Run the query SELECT * FROM "_SYS_STATISTICS"."STATISTICS_SCHEDULE" and find that the status for most items is "IDLE." 
• You have already run the solution of 3266717 and 2584388 
• Run query select * from procedures where schema_name = '_SYS_STATISTICS' and is_valid != 'TRUE', STATISTICS_SCHEDULABLEWRAPPER is in the result
• indexserver trace reports error messages:
