3756836 - Cannot create SOW directly when intake (decision) form is enabled

• Users request the ability to initiate and complete a Statement of Work (SOW) directly from the main workflow or dashboard without first creating or submitting an intake form.
• When the intake form is present, the SOW creation process prompts for or blocks progression due to an incomplete or missing intake form.
• Clarification is sought on whether direct SOW creation without an intake form is possible and whether there are user interface changes when enabled.
