Symptom

In Customer Data Cloud (CDC) OneAccount model, launching the URL returned by accounts.prefCenter.getLink the first time does not prompt for an OTP code, but launching the same URL the second time prompts OTP verification. Even though, the option "OTP Required" in CDC Admin console > User Access > Preference Center is disabled.
