3756921 - Commitment Not Updating for PO in Hold Status

Symptom

When a PO is saved in "Hold" status, the PR commitment is released, resulting in a commitment of zero appearing in the Project Budget Report app.

Environment

SAP S/4HANA Cloud Public Edition

Reproducing the Issue

1. Create a Purchase Requisition (PR) with WBS element and budget-controlled account assignment.
2. Approve the PR and verify that the commitment/budget is consumed correctly.
3. Create a Purchase Order (PO) with reference to the approved PR.
4. Save the PO using “Hold” status.
5. Check the budget/commitment report after the PO is held.
6. Observe that the original PR commitment is released or updated, even though the PO is only in Hold status and not yet officially created/posted.
7. The commitment is show 0 in app Project Budget Report

Cause

When a PO references a PR, the PR commitment is cleared immediately because the PR is considered fulfilled by the referencing PO. A PO that is saved in Hold status is treated as an incomplete, unposted document, so it does not create a commitment posting in Controlling. Then the commitment is shown as 0 in the app Project Budget Report.

Resolution

This leads to a temporary state where neither a PR commitment nor a PO commitment is active. This is a standard system behavior and not a defect.
