3756929 - Flexible Workflow Deadline Emails Not Triggering Recurringly

Symptom

The deadline email notification is set up for the flexible workflow of Purchase Requisitions (PR). However, the flexible workflow deadline email is not triggered in a recurring manner. For example, if a deadline is set for 48 hours and the approver takes no action, a second email at the 96-hour mark (the next 48 hours) is not triggered.
