Symptom
- After an I‑9 Section 2 task is reassigned to another user, clicking Submit shows three loading dots and the task never completes.
- The system does not move forward after Submit on the reassigned I‑9 Section 2 task.

Reproducing the Issue
- Reassign the I‑9 Section 2 task to another user via Manage Data > Compliance Process Responsible Object.
- The reassigned user opens the I‑9 Section 2 task and completes the required fields.
- Click Submit.
- The page displays three loading dots and remains stuck; the task does not complete.
Cause
When I-9 Section 2 starts, the BPE workflow records who should complete the task (the assigneeUserList1 process variable). This must match the ComplianceProcessResponsible record in MDF (the "Task Responsible" in the UI).
If an admin changes the task assignee via Admin Center → Manage Data after the process has already started, the MDF record is updated but the BPE variables and task participant are not. The BPE access check then rejects the submit because the person attempting to complete the task is not the participant registered on the BPE task — producing an endless spinner instead of a meaningful error.
Note: This is not a supported workflow. Changing the Task Responsible via Manage Data after the compliance process has started was never an officially supported operation. The root cause was never a product bug — it is a data integrity violation introduced by the manual change.
Resolution
- Raise a ticket to the SAP Product Support team (LOD-SF-OBX-I9) to run two scripts and fix the data for existing assigned users.
NOTE: The script request is only a one time activity. Please ensure that the i-9 assignment is configured correctly.
Solution:
- Create a responsible group for Form I-9 (Reference Link: Creating a responsible group for Form I-9 Task)
- The group can include a set a backup responsible users to whom the i-9 tasks will be assigned in case the primary user who is responsible to complete is unavailable. To avoid updating the responsible group multiple times, the Responsible Group can include a dynamic group.
- Configure a business rule to select the Corporate Responsible Group (Reference Link: Configuring Business Rules to Select a Corporate Representative for Signing Form I-9)
- The above steps will be automatically implemented for all newly initiated candidates.
