Symptom

Managers assigned to I-9 Section 2 cannot see the I-9 tile on the home page to-do panel, which prevents them from accessing and completing the assigned I-9 section.

Reproducing the Issue

  1. Log in as a hiring manager who should complete Form I‑9 Section 2 for a candidate.
  2. Check the home page to‑do panel: the “Complete Form I‑9 Section 2” card is missing.

Cause

The issue is caused by the userNav field being returned as empty for each Onboarding record; when compared to the SF Admin user who can view the records in the Onboarding Dashboard, this appears to be the only missing Employee Central–related permission.

Resolution

The engineering team recommends resolving the issue by adding the “Employee Central Foundation OData API (read-only)” permission to the ONB 2.0 I9 Users role, as this is likely the missing access required.
